UB	Gambling House: Replaces the zoo. In addition to +3 happiness, the city this is built in receives +10% gold and +5% culture for each unemployed citizen in the city, capped at 40% and 20% respectively.
UU	Red Fleer Junk: Privateer replacement that ignores zone of control, may move after attacking, and may attack twce if next to a unit wth the war junk promotion.
